În perioada 20-27 iunie 2008, în complexul expoziţional ROMEXPO din Bucureşti, se desfăşoară a IV-a ediţie a Expoziţiei Filatelice Mondiale EFIRO 2008, care marchează aniversarea a 150 de ani de la emiterea primelor mărci poştale româneşti – celebrele Cap de Bour – Moldova 1858.
În cadrul acţiunilor înscrise în programul EFIRO 2008, Romfilatelia a lansat astăzi, 23 iunie 2008, emisiunea filatelică comună România-Federaţia Rusă “Monumente ce aparţin Patrimoniului Mondial UNESCO – Biserica Sf. Gheorghe a Mănăstirii Voroneţ”, menită să marcheze împlinirea a 130 de ani de relaţii diplomatice.
La acest eveniment de o deosebită importanţă pentru filatelişti, la care au participat reprezentanţi ai autorităţilor de stat, precum şi ai corpului diplomatic acreditat la Bucureşti, în numele Preafericitului Părinte Daniel, Patriarhul Bisericii Ortodoxe Române, Preasfinţitul Vincenţiu Ploieşteanul, Episcop vicar patriarhal, a prezentat următorul mesaj:

În peisajul cultural contemporan al ţării noastre expoziţia filatelică anuală, aflată la a IV-a ediţie, reprezintă un reper de anvergură, cu pregnantă personalitate.
În anul 2008 acest eveniment este îmbogăţit, în mod deosebit, prin aniversarea a 150 de ani de la emiterea, în Moldova, în 1858, la numai 18 ani de la apariţia mărcii poştale, a primelor timbre româneşti cu reprezentarea heraldică a capului de bour, ajunse a fi, prin vechime, raritate şi semnificaţie, unanim considerate ca exemplare de mare valoare filatelică, pe plan intern şi internaţional.
Cu deosebită apreciere am primit vestea că, în contextul acestei ediţii aniversare a expoziţiei mondiale de profil din capitala României, ROMFILATEIA lansează o emisiune filatelică intitulată „Monumente ce aparţin Patrimoniului Mondial UNESCO”, a cărei primă serie este consacrată Bisericii Sfântul Gheorghe a Mânăstirii Voroneţ, renumita ctitorie din 1488 a Sfântului Voievod Ştefan cel Mare.
Iar faptul că această emisiune filatelică, iniţiată, în comun, de România şi Federaţia Rusă, este legată şi de evenimentul împlinirii a 130 de ani de relaţii diplomatice reciproce, apare menit a completa cadrul general în care se înscrie această prestigioasă manifestare bucureşteană, prin constituirea unor punţi între trecut şi prezent.
Adresăm călduroase felicitări ROMFILATELIA pentru realizarea acestei expoziţii de remarcabilă expresivitate şi binecuvântăm pe toţi organizatorii şi participanţii la acest eveniment de seamă al vieţii noastre culturale şi diplomatice.

Un secret atat de simplu: ciment contra ploaie. Oare?
Rusii opresc ploaia cu ajutorul cimentului? Poate da, poate nu
Aviatia militara rusa are de mai bine de 20 de ani misiunea de a opri ploaia cu ajutorul cimentului, insa a facut mereu acest lucru in secret, pana zilele trecute, cand s-a dat de gol. Informatia a devenit publica chiar de Ziua Rusiei, cand militarii au scapat din avion un sac cu ciment de 25 de kilograme care a avariat o casa din apropiere de Moscova, informeaza Antena 3.
Militarii incercau saptamana trecuta sa imprastie ciment in aer ca sa absoarba umezeala si sa evite astfel ploaia care ar fi stricat distractia moscovitilor de Ziua Rusiei. Atunci, dupa cum au relatat pentru RIA Novosti surse din cadrul politiei, “Un pachet de ciment folosit pentru crearea …vremii bune in regiunea capitalei…nu s-a pulverizat complet la acea altitudine inalta si a cazut pe acoperisul unei case, facand o gaura de circa 80-100 de cm”. Potrivit Interfax, proprietara locuintei nu a fost ranita si a refuzat compensatia de 50.000 de ruble oferita de aviatia ruse, afirmand ca va intenta un proces in care va cere atat plata daunelor materiale cat si cea a celor morale pentru patania prin care au trecut ea si casa ei.
Meteorologii rusi sustin ca aviatia rusa are deja de doua decenii neobisnuita misiune de a opri ploaia. Inaintea marilor sarbatori, aviatia militara foloseste adesea in acest scop chiar si cate 12 avioane cargo incarcate cu ciment si alte substante menite sa absoarba umezeala din atmosfera. Purtatorul de cuvant al aviatiei militare ruse a refuzat sa comenteze incidentul.

In urma cu 18 ani, pe 12 iunie 1990, in timp ce la Bucuresti Ion Iliescu daduse deja ordinul evacuarii “prin orice mijloace” a Pietei Universitatii, la Moscova, Parlamentul proclama suveranitatea Noii Rusii. La noi, ce s-a schimbat de fapt, in toti acesti ani, in relatia dintre Romania si Rusia, in afara de faptul ca am inlocuit un translator de limba rusa cu un capitan obisnuit sa comande in limba engleza?Relatiile romano-ruse sunt practic, in aceeasi stare de levitatie si aceasta in mare parte pentru ca aparatul de care se lasa inconjurati presedintii, oricum s-ar numi ei, in ciuda oricaror dorinte personale, a ramas, de fapt, acelasi, promovandu-si propria agenda internationala pe dedesubtul sau pe deasupra Romaniei.
Dovada concreta sta in imediata noastra apropiere, unde constatam pentru aceasta perioada esecul total al statului roman in spatiul devenit “tampon” intre blocul NATO-SUA-UE si fosta URSS: teritoriile rasaritului romanesc impartite astazi intre Republica Moldova si Ucraina.

Alianta NATO s-a lasat biciuita de Rusia in public si la ea acasa
Reprezentantul permanent al Rusiei la NATO, Dmitri Rogozin, a invitat la sediul Aliantei Nord-Atlantice din Bruxelles, Corul cazacilor din Kuban, care a oferit un regal de muzica si dansuri cazacesti, cucerind simpatia generalilor de la comandamentul NATO, relateaza joi, intr-un reportaj, postul rusesc de televiziune NTV, citat de Rompres.
Fara sa stie ce il asteapta, emisarul special al secretarului general al NATO pentru Caucaz, Robert Simons, a acceptat sa-si puna pe umeri traditionala pelerina cazaceasca si sa o invite la dans pe una din membrele corului cazacesc. Conform traditiei, inainte de a intra in dans, Simmons a trebuit sa incaseze cateva cravase cazacesti. (Ziua Online)

Ungurimea, tiganimea si romanimea in fata Marii Uniri

— Tovarasii de drum gandesc asa: exista un presedinte, cum sa-l folosim!? Altii zic: ce frumos e aici la Cotroceni, pacat ca e locuit si de Basescu… Dupa care vin cu “sfaturi”: “Lasati dom’ presedinte cu Pactul Ribbentrop-Molotov! Ce sa-i mai condamnam oficial consecintele in anul 90 de la Marea Unire?! Ce daca Israelul face cele mai mari pregatiri din istorie pentru aniversarea a doar 60 de ani?!
Noi suntem mici si prosti… N-are rost, sefu’, sa organizam nimic acum cu Basarabia! Ca-l suparam pe stiti dvs cine si ne taie gazele si conturile (unora) si nici nu mai vine la Bucuresti, ca sa ne laudam ca Ceausescu ca-i avem pe toti aici, ca pe vremurile bune ale Pactului de la Varsovia. Doamne fereste, sa mai ziceti ceva si de Insula Serpilor, Tinutul Herta sau Bucovina! Stergeti-le din memorie!” Si totusi, Basescu n-a facut asta.
Daca unii au mai auzit de la nivel oficial de Basarabia si Bucovina dupa o omerta de 15 ani este datorita lui Basescu. Dar boicotul continua. Cati dintre dumneavoastra, de exemplu, realizeaza ca peste numai o zi, pe 27 martie, se implinesc 90 de ani de la reunirea Basarabiei cu Tara?! In schimb, stim ca saracii unguri au fost batuti de extremistii de romani la aniversarea celor 160 de ani de la “revolutia maghiara”. Eu, unul, cred ca bietul Mihaila Cofariu, maltratat la un alt 15 martie, 1990, s-a ridicat din paralizie si i-a tras el doua palme agitatorului stegului Ungariei de la Cluj care urla acum ca din gura de sarpe. Iar eu, unul, o sa fac exact acelasi lucru cu Marko Bela cand o sa-l vad, pentru ce a declarat el despre manifestatiile din “Romania SI Ardeal”!

Pridnestrovie’s President admits that his country hasn’t done enough to actively promote its diplomatic interests abroad. Igor Smirnov wants to establish closer ties to some of the many members of the United Nations. In this interview, he re-affirms that international recognition of PMR’s independence is the main goal.

TIRASPOL (Tiraspol Times) – The President of the unrecognized republic of Pridnestrovie recognizes his country’s failure in actively promoting its diplomatic interests abroad. In this interview, Igor Smirnov re-affirms PMR’s commercial, cultural and historical ties to Russia but also says that it is necessary to establish links to other parts of the world as well.
While not going as far as directly accusing PMR’s Foreign Ministry of failure, Igor Smirnov says that the government already reviewed its work and concluded that not enough has been done. Now he looks beyond Russia to the almost two hundred member countries of the United Nations, and says that Pridnestrovie needs to “more actively promote our position, using both new resources as well as existing resources, including those in the economic sphere.”
The interview comes just days before Foreign Minister Valeri Litskai is due to answer questions in Parliament, after having been summoned by lawmakers who are worried about the lack of progress in establishing closer ties with other states and opening diplomatic representative offices abroad.
In a joint statement with the leaders of Abkhazia and South Ossetia, you pledged to jointly support each other’s independence. But unlike those two, Tiraspol didn’t ask Russia for recognition yet. Why not?
” – After the outcome of the referendum in 2006 where the majority of voters backed PMR’s independence and closer ties to Russia, Pridnestrovie’s Parliament already sent a formal request to Russia’s State Duma. And the Duma recognized that referendum as legitimate. Should we ask them again? The firmness of our position was confirmed at the Duma hearings by the representatives of the parliamentary delegation from Pridnestrovie.”
Some sources claim that Moscow has a new plan whereby the Moldova-Pridnestrovie conflict would be settled in exchange for a guarantee from Moldova that it wouldn’t join NATO. As part of such a plan, supposedly Tiraspol would then abstain from seeking international recognition of its independence. What is your take on this?
” – This is simply something that Moldova’s President Vladimir Voronin came up with. To this, it is possible to reply with the words of Vladimir Putin: “Total nonsense.” He has his own reason, pre-election motivated or whatever, and I won’t interfere in Moldova’s domestic matters. It also looks like Voronin is trying to flirt with Russia. But I specifically asked Yuri Zubkov [Deputy Secretary of the Security Council of Russia, ed.] if there are any such plans. He answered that the journalists have everything mixed up.”
” – Russia has a clear position. It supports the principle of territorial integrity, which western pseudo-democracies nowadays disrupt. But in this case, it is also in favor of negotiations with equal rights to both sides, in the course of which the different questions will be resolved.”
Maybe for Moscow it would be worthwhile to follow the example of those Western countries who clearly supported the recognition of Kosovo? That is, to recognize the unrecognized republics of the former Soviet Union rather than reacting to the Kosovo precedent by a dual asymmetric policy.
” – I think that we now need to finally complete the proper, legal break-up of the large country that used to be the Soviet Union. The currently existing de facto independent states of the former Soviet Union, which for many years have defended and proven their right to independence, must now find their de jure independent status. To do so, we have all the necessary grounds, including the level of development of our statehood and democratic systems. But the problem is that when the guarantors of Kosovo, for example, are the United States and the European Union, such an outcome seems normal to them. Whereas in our case, where the guarantor is Russia, they are outraged that we want to settle our unresolved legal status this same way.”
So, Moscow should say “yes” to the request for recognition of PMR’s independence?
” – We would like to see this happen…”
But another scenario is also possible. In the spring of 2006, the West assisted Moldova in the forcible return of some of Pridnestrovie’s companies to its customs control. And if they try to build on that success, couldn’t they force Pridnestrovie to accept a subordinate autonomous status within the Republic of Moldova?
” – There are some lines which shouldn’t be crossed. But if they do, then we will have to defend our rights by all available means. I think that, just like us, no one in the West can be interested in the outbreak of new transport wars, or energy wars and wars of any other kind.”
” – Recently, by the way, we have had frequent official visits to Pridnestrovie by high ranking representatives from the European Union, as well as by ambassadors of the United States, France, and other countries. What should we make of that?”
Could they maybe secretly be interested in recognizing you?
” – Actually they are only interested in one thing – to remove the influence of Russia from here. And therefore they welcome any dirty trick which Chisinau comes up with against Moscow. To us, they say that if Russia’s peacekeepers would just leave then we’ll be better off.”
Since 1990, the PMR has existed ‘de facto’ but legally it still remains unrecognized. Do you expect this to change in the near future?
” – We have reviewed our activities in this area, and we came to the conclusion that we have not worked enough with other countries. Of course, our main partner is Russia. But the United Nations is composed of many other countries as well. We need to more actively promote our position, using both new resources as well as existing resources, including those in the economic sphere. Pridnestrovie today sells its products to more than 70 countries in the world. To more effectively organize the cooperation with our foreign partners we will open our own commercial representations. We recently opened our own representation in Venezuela. We have also produced documentaries in English, French, Polish and other languages where we make it clear that our people have the right to decide the future of their lives on the basis of their own free will.”

In Serbia, itself, Russia capitalized literally, on the standoff over Kosovo. In Belgrade, just a week before he became Russia’s President-elect, Dmitri Medvedev supervised Serbia’s signing up to a prospective Russian Southern Stream natural gas pipe-line. Serbia also sold to Russia a 51% stake of Naftna Industrija Srbija (NIS), a much prized national oil company for $614 million and the promise of a further investment of $770 million. Russia plans build a major gas storage facility in Serbia, making the country a key base for Russian energy supplies to Europe. This consolidation of ties with Serbia achieves two Russian strategic goals: taking over national energy assets of European countries; and keeping erstwhile allies of the Soviet Union from being drawn into the Western fold. To emphasize warming ties, travel between Russia and Serbia will no longer require visas.
The Balkans is not the only theater in which Moscow is strongly reasserting its presence. This week, just as Georgia’s breakaway provinces of Abkhazia and South Ossetia formally appealed to Russia, the U.N., the E.U. and the Commonwealth of Independent States (CIS) a loose association of post-Soviet countries to recognize their independence. Russia has pointedly abandoned the economic sanctions, clamped on Abkhazia in 1996 to punish its separatism. The Parliament of the Russian Republic of Alania-North Ossetia already voted to incorporate South Ossetia. Next week, the Russian Duma will consider Abkhazian and South Ossetian appeals to join Russia.
South Ossetia and Abkhazia broke away from Georgia in the 1990s in the wake of bloody ethnic wars. Much as those wars were ignited by the then Nationalist Georgian authorities, Russia fanned the flames by giving a brazen support to the separatists. It was the Russian army that won their wars against Georgia.
Although Russia pays lip service to Georgia’s territorial integrity, it has tacitly supported breakaway provinces, just as it has done in Trans-Dniestria — a province that broke away from Moldova back in the 1990s. Russia deploys its peace-keepers in all the three separatist provinces, and these serve to counter any thoughts of forcible re-integration by Georgia or Moldova. Moscow has also granted Russian citizenship to some 90% of the Abkhazian and South Ossetian populations, giving it grounds to intervene whenever Russia deems it expedient, on the basis of ensuring the security of its citizens.
“Russia is smartly playing a more subtle game then just formally recognizing breakaway provinces,” comments Tedo Japaridze, former Georgian Foreign Minister. Indeed, Russia could never openly annex South Ossetia or Abkhazia. That would have been very much in conflict with Russia’s harsh suppression of Chechnya’s independence, or fears of separatism in non-Russian ethnic regions. Annexing Abkhazia and South Ossetia was also “a red line” drawn by the U.S. But Russia has become the de facto power in both territories without formally annexing them. Chairman of the Chechen Parliament Dukvakha Abdurakhmanov blurted out last week that “Abkhazia has long been a part of Russia’s Southern Federal District.” Recently, Russia tacitly deployed units of its Chechen Vostok battalion in Abkhazia to beef up its force there as a deterrent against any Georgian move to regain the territory.
Leonid Slutsky, First Deputy Chair of the Russian Duma’s Foreign Relations Committee, told Itar-Tass on Friday that “So far, Russia doesn’t have plans of recognizing Abkhazia and South Ossetia.” However, he said, “Should Georgia try using force there, the situation will cardinally change. The same concerns Georgia’s plans of joining NATO.”
For its part, NATO, long eager to grant Georgia membership, has backpedaled, saying that Georgia isn’t yet ready to join. The Kosovo opening may indeed encourage a resurgent Russia to go beyond simply exercising de facto control over Abkhazia and South Ossetia.
Another after-effect of Kosovo’s independence is Moscow’s rallying of its hitherto reluctant CIS partners against the West. Oil-rich Azerbaijan, for example, had long begun inclining towards the West, but may be pushed back into Moscow’s orbit because of Nagorno-Karabakh, a province that broke away in the 1990s and has de facto integrated with Armenia. Last week, for the first time in years, Azeri and Armenian forces clashed in a full scale fighting in Karabakh.
Even a staunchly pro-Western Georgia, furious as it is with Russia, might finally be forced back into Russia’s orbit because of Kosovo. “It’s indeed surrealistic,” quips Japaridze darkly: “How it happens that in terms of the ‘Kosovo Precedent’ we, Georgians, Azerbaijani, Moldovans, have to support Russia’s position and go against the West?!”

Presedintele romanofob de la Chisinau, comunistul Vladimir Voronin, a facut o volta de 180 de grade in atitudinea sa fata de Romania. “Pledez pentru relatii bune cu toti vecinii, iar neintelegerile aparute din motive istorice trebuie uitate”, a spus Voronin intr-un interviu televizat vineri seara la televiziunea NIT, patronata chiar de fiul sau, Oleg, conform presei de la Chisinau. Voronin senior a sugerat explicit ca declaratiile sale ar putea fi interpretate ca un semnal trimis Bucurestiului, transmite BBC, Sectia Romana.
Frica de NATO
Afirmatiile lui Voronin vin inainte de summitul NATO de la Bucuresti, cand seful de la Chisinau va avea o noua intalnire oficiala cu presedintele Romaniei, Traian Basescu. Totodata, este posibil ca planurile lui Voronin sa nu fie straine de o noua strategie a Rusiei legata de Ucraina, Georgia si Moldova, inainte si dupa summitul NATO. Liderul comunistilor moldoveni o suceste spre Bucuresti intr-un moment in care peste Prut se contureaza o alianta politica mamut condusa de fostul primar de Chisinau, Serafim Urechean, actula sef al Aliantei “Moldova Noastra”, care ii ameninta puterea la urmatoarele alegeri. Voronin ar putea incerca sa castige sprijinul lui Basescu in contextul in care Urechean a parafat o intelegere simultana cu PNL de la Bucuresti, prin Calin Popescu Tariceanu, si Constantin Kosacev, lider al partidului lui Vladimir Putin, Edinaia Rossia (Rusia Unita).

Q: Eventually Gorbachev has surrendered?
A: it seems to Me, it{he} has begun to panic. On it, actually, also there was a calculation of CIA. In Moscow at that time, in the end of 1989, there was uneasy conditions for Gorbachev. And up to the final decision of a German question remains three weeks. And calculation ðàçâåäóïðàâëåíèÿ, secretary general who has well studied{investigated} character, was under construction that it{he} has been exhausted psychologically and it{he} simply will not have hardness to resist to pressure of the West. Sharp expansion of NATO has provoked the subsequent collapse{landslide} to the east, ended crash of the Union. Q: When you have started to work with documents of CIA?
A: It is connected with research work across Romania. Studying{investigating} a decline of dictator Chaushesku, I have collided{faced} with very strange facts. For example, Minister of Defence Mircha Pashku was trained in the USA in 1988. And the ambassador of Romania at the United Nations I met earlier in other quality – as the owner of the grant of one American centre of science. Me other members of the “democratic” Romanian government generated after overthrow of a mode have interested also all. It was found out, that the American proteges in it{him} – the majority.

Q: Whom, in your opinion, CIA feels itself – as the tool of imperial politics or the fighter for freedom?
A: For empire “solidity” in realization of the strategic purposes is characteristic. And in the USA it{this} is not present. There different lobbies, opposition, democrats… The Majority of people in CIA with which I communicated, is well ìîòèâèðîâàííûå professionals, for which national interests of the USA above all. Many really trust, that they release{exempt} people from tyranny and dictatorships. Those who feels itself “Ðýìáî”, playing secret wars and plots, least. But business also that problems{tasks} before investigation put financial circles and a military-industrial complex.
Q: And secret currents inside of CIA are?
A: Now inside of investigation there are the parallel structures which are carrying out the certain order. The most disturbing: in operations and special operations “experts{auditeurs}” from practically not private{individual} structures under control to executive authority are used. At deficiency of trust to the government, at absence of the clear purposes war it becomes frequent “dirty”. Q: What do you think of “color” revolutions in territory of the formerUSSR? It too firm ïîñòóïü democracies or the technique tested in the East Europe?
A: As has shown the analysis of events of December, 2004 in Romania, export of revolution can be successful only when there is an internal demand. Change of president Iliesku with the American candidate -Traian Basescu, has passed{has taken place} on hurrah. Those parties{sets}, groups, student’s movements which advanced it{him}, really leaned{based} on the USA. Áýñåñêó till now it is popular in Romania. Yes, really, all Americans have organized. Financing because of ocean went mainly on the organization of student’s demonstrations. I not so well know a situation in Ukraine and in Georgia, but imposing “help” from the outside is usual gives{allows} result if there are objective preconditions. And if they are not present….
